Tuning a car?

Can anyone give me an approximation on how much it is going to cost to pretty much "all-out" tune a car to its maximum capability? To focus the question, I'm looking to tune up a 2000 Honda Civic 2dr in the near future, replace the engine, install turbo, dyno it, etc etc. What would the prospected price be with and without body-work?

if you are competent about 2000 if you need professional help it could hit 12000find and join a local car enthusisasts club and you may well find advice and free labour there.
